How passing a bill actually works
Select a proposal, pay its mana cost, and the senate votes. If you have enough support the bill passes immediately and its effect is permanent. If the vote fails you get two options, and both are very Disgaea.

Because combat here is real-time rather than turn-based, an Assembly brawl is just another arena fight — and one you are usually over-levelled for if you have been diving the Item World at all. If a bill you want gets rejected, the fastest path is often to take the fight rather than farm bribe items.
Bills stay passed
Nothing on the list needs re-passing. That makes the Assembly a one-time investment per bill, which is why passing the growth-rate bills *before* a long grind session rather than after is such a large practical difference — the same dive pays more for the rest of the game.
New bills appear as facilities unlock
The list grows as the story does. Opening the Buddy Base, for example, immediately adds Commence Prinny Day!, Reincarnate Battle Buddy and Alter Battle Buddies to the proposal list. Check back every time the hub gains a facility — see the beginner guide for the unlock order.

It raises the rank of items you find, which is exactly what you want while hunting a rank 39 or 40 piece — but while it is active your Battle Buddy has to be a Prinny. That means giving up whichever buddy evility you were relying on, so turn it on for dedicated item-hunting sessions and off again afterwards. Buddy perks are listed on the Magichange page.
The Character World shop bill is quietly one of the best
It looks like a convenience unlock and it is actually the enabler for the fastest Character World method in the game. Being able to buy Huge Numbers and Quintuple Slot items inside a run is what turns a full board crawl into a two-minute skip — the route is on the Reincarnation page.
What to pass first

It is superb while you are climbing toward the level cap and close to pointless afterwards — once your gear is deep enough that a single dive maxes your level anyway, the multiplier has nothing left to do. Pass it early, enjoy it, and do not worry about it later.
Item-rate bills never expire
Reward Items and Prinny Day keep mattering right through the endgame, because rank 39 and 40 gear is the one thing you are still hunting after your levels and Carnage stats are capped. Full route on the Item World page.
Where mana comes from
Every bill on this page is priced in mana, and the Carnage gate alone asks for 500,000 of it. There is no Cheat Shop slider for mana, which makes it the one genuinely scarce resource in the game.
It is the only Innocent your familiar actually needs. Your own four equipment slots should be wall-to-wall Critical Damager, because that is where your damage comes from — so the mana multiplier lives on the buddy instead. Item duplication in the Item World is how a full set of Mana Amassers gets built quickly.
The 100,000-mana wall is normal
The Postlude bill lands at exactly the point in the game where 100,000 mana feels like a lot. It is not a signal that you are under-levelled — a few Item World runs with the triple mana bill active clears it. If it feels slow, the fix is a Mana Amasser stack on your familiar, not more stages.
The two big gates the Assembly controls
Most bills are quality-of-life. Two are structural, and both sit between you and the endgame.
Gate 1 — the Postlude (100,000 mana)
Finish the main story and a bill appears to unlock the Postlude content. There is a single Postlude stage line, and the difficulty ramp is steep: level 200, then 400, then 600. That is manageable as long as you have kept one weapon levelled in the Item World — and it is a hard wall if you have not, which is the clearest signal in the game that gear matters more than levels.
Gate 2 — Carnage mode (500,000 mana)
The Carnage bill only becomes available once you satisfy three separate requirements. Meeting them is the real post-game checklist, and the bill itself is the formality at the end.

What Carnage mode changes
Difficulty roughly doubles on entry — the first Carnage stage sits around level 1,200 against the Postlude's 600, and by the end of its third chapter enemies approach level 8,000. In exchange, killing Carnage enemies permanently transfers their stats to you, up to 10 million attack and defence and 1 billion HP. That is the ceiling the whole game builds toward.
Assembly vs Cheat Shop — they are not the same thing
New players often conflate the two because both adjust your rates. The distinction is worth getting right: the Cheat Shop is a set of sliders you can move at any time, and the Assembly is a permanent unlock list you pay mana for.
